ANNA KRZYZANOWSKA, Head of Unit for Broadband Policy European Commission
Key-note speaker

As of the 1 July, Anna Krzyżanowska is the Head of Unit "Broadband" at DG CONNECT of the European Commission. In addition to policy activities focusing on achieving Digital Agenda for Europe broadband targets, she is coordinating the efforts related to Connecting Europe Facility and future Cohesion Framework in the areas relevant to DG CONNECT.

She joined the Commission in 2005 to assume responsibility for implementing Risk-Sharing Finance Facility, a EUR 10 billion loan facility for highly research intensive companies, developed jointly by DG RTD and the European Investment Bank. She then managed the team in charge of evaluation and impact assessment activities of DG Information Society. Prior to this she was a Development Director at the European Foundation for Management Development in charge of project and development strategy analysis. She had worked seven years at the EBRD in London on financing operations in Central and Eastern Europe and in Central Asia.

Anna holds a Master Degree in languages and literature from the Jagiellonian University and an MBA from INSEAD.


FILIPPO MUNISTERI,  Economic analyst, unit "Broadband" at DG CONNECT 

Moderator of the panel

Filippo Munisteri is an economic analyst within unit "Broadband" at DG CONNECT of the European Commission. Filippo is part of the team coordinating the implementation of the Connecting Europe Facility and has taken part in the programming exercise for the European Structural and Investment Funds for 2014-2020.

He joined the European Commission in 2011 when he was employed in the evaluation unit of DG CONNECT. Filippo has worked on the financial instruments for CEF and on the general economic analysis of the telecom sector and of the prevailing business models. Prior to this he was senior consultant at Deloitte (2007-2011) in the EMEA hub for policy evaluation where he worked on behalf of several international institutions. He also has experience in banking.

Filippo holds a Master Degree in Economics and Master of Arts in European Economic Affairs from the College of Europe in Bruges.

FLORIAN DAMAS, Director Public Affairs, Alcatel Lucent    

Florian Damas is representing Alcatel-Lucent on a number of topics ranging from telecommunications infrastructures (access, IP, interconnection) to cloud (platforms and services), investment, regulatory frameworks, public policies, competition, net neutrality, privacy, data protection, security, business models and public-private partnerships.

As Director for Public Affairs, Florian is responsible for the development of corporate positions on key regulatory and thought-leadership issues for Alcatel-Lucent.

He advises national regulators and competition authorities to ensure infrastructure interoperability and competition. He engages with governments in supporting national broadband plans and reaping the maximum economic and societal benefit from ICT.

He has been recently elected vice-chair of the Cloud Council in DIGITALEUROPE, which brings industry leadership and advice to policymakers and cloud users.

He has spearheaded the study on Financing Stimulus for FTTH (published in October 2012) for the FTTH Council Europe which advocates changes in regulations to drive the fibre switchover.

Before joining Alcatel-Lucent in 2006, he worked for several telecommunications providers including MCI WorldCom (now Verizon) and COLT Telecom.

He is personally involved during his free time in helping a nonprofit organisation to provide online courses using open source software over fibre access.
